SUNY Albany is a spiraling mess, so is ASU, Cinci and FSU are even worse off than these two.

This is true, but to be fair, they have only had the doctoral program for a decade. It takes a long time to ramp up hires into top programs. You need to look not so much at where the program is, but where its headed. Albany, FSU, U. Florida, UT Dallas, South Caroline, are on the downward spiral. Cincinatti is in total meltdown. Penn State grad students actively warn candidates away from working there. UMSL has lost people but might make a comeback. American University gambled on diversity hires and lost.

That program has a couple of big-name faculty but to my knowledge, they've produced no one.

UC Irvine 'on the way up'? It's the number two ranked program in the country up from number three.
SHSU is not 'holding neutral', but rather is careening downward. Similar to SHSU, UCF should be actively avoided.
Northeastern is on the way down as well, though not as dramatically as dumpster fires like SHSU
GSU is in Atlanta. That’s a selling point. They also have made sone good hires. Their graduates haven’t landed anywhere highly ranked but it’s probably just a matter of time. UC Irvine hired John Gould as their chair, which is bonkers. He barely lasted a year at ASU.
UF in a total mess w the exception of the great Chris Gibson... oh no, his and student stuck extra semester b/c Gibson forgot defense date and was in flight at time of scheduled presentation... long line to work w JL so good luck finding a place that isn't in chaos...
