This is for PhD apps, not job apps, although would be interesting if there's a large discrepancy between the two. And the more important question...does it matter if a letter is late?

More than you'd think. I've been on admissions committees for a decade and these are rarely influential in a bad way. They can only help, but even then, only if they're from a recognized name (usually a senior scholar).
The truth is that nobody much cares if the adjunct prof at your community college thought you were a stellar student.

Not shocking that they are rarely influential, feels like something that should just go away since it's also burdensome on those who have to write the apps. Or maybe just make it 1 rec letter instead of 3.

One of my letter writers didn't send in my letter in time for a school I applied to work for. I got an email asking for it right after the deadline. And then got an interview invite shortly after that.
This thread is for grad admissions, for which late letters aren’t a huge problem. Late letters for job applications are far more serious. Some HR depts will disqualify you for it and the SC will never even know you applied.
