Irvine is great.
Maryland seems to have declined a lot through retirements and some key losses, plus their newer people are not on par with an elite place.
I can't see a good argument that Albany is a top 5 program.
If things like faculty being recognized by major awards/honors (e.g., Cavan, Fellow), publications in the top outlets in both soc and crim (Crim/ASR/AJS), and graduate student placements at other top ten departments are key to the assessment, I think Penn State should be near the top, along with Irvine.
