Funny how 5859 tries to deny that people are blk. Venkatesh is not blk because he's from India despite his dark skin. Small is not blk because he's from Panama even he could by his appearance be from Africa. And what's 1/2 blk, whoever that refers to, they probably self-identify as blk, which, as we all know, is how racial identity works today.
Mario Small's race is black and his ethnicity is Latino. Latino is not a race, but a culturally-based label.
That distinction between ethnicity and race is a bit outdated, even though Canting Race Theorists hold on to it for dear life, because, rayxism! Race can be considered subtype of ethnicity. Check Brubaker's and Wimmer's work. That US census includes ethnicity questions asking if people are Hispanic or Latino does as you perhaps agree not matter, that's to placate latino/hispanic interests groups.
And the Census is considering, something latini/hispanic interests groups oppose, treating latino/Hispanic as a race.
