Yes, of course. But staking your chair application on getting all of the faculty to stop using textbooks because you're big on open access, and then saying once everyone on faculty stops using textbooks there will be lots of flattering news stories written about you is likely not very convincing to many faculty. If I read a chair application that went on about this I'd roll my eyes and look for better applicants.
Maybe what he suggested is not using textbooks that cost money to buy for the students, but instead use open access sources. He is big on open access.

You should open a textbook and read what Stockholm Syndrome is.

LOL. Its not about being "pro textbook." It's about this being a dubious way to increase departmental prestige or recognition. SJ edits one of the worst journals in the field. He's never held a leadership position of any kind. He's barely mentored any students. He's been a full professor for one year. He's published some of the dullest qualitative research in the field and his stuff has only gotten worse over time. His best pubs, which aren't even that good, are with his grad school mentor, RW. If this is a guy you'd be enthused about leading your department, well.. good for you

ASU is imploding. Can’t hold a chair. The last guy they hired was some lawyer from American university and now they’re making him chair at UC Irvine. Meanwhile, SC hiring Scott Jacques???
