Yes, of course. But staking your chair application on getting all of the faculty to stop using textbooks because you're big on open access, and then saying once everyone on faculty stops using textbooks there will be lots of flattering news stories written about you is likely not very convincing to many faculty. If I read a chair application that went on about this I'd roll my eyes and look for better applicants.
Maybe what he suggested is not using textbooks that cost money to buy for the students, but instead use open access sources. He is big on open access.
