no joke.. he posted his application materials on his website. he has a whole section about how he's going to make faculty stop using textbooks and how awesome its going to be and how impressed everyone in the field and the nation will be by this

How do people teach dumb undergrads without textbooks? You can’t assign empirical articles to them; it’s way above their comprehension. What’s the point anyways? Some textbooks are pretty good.

Maybe what he suggested is not using textbooks that cost money to buy for the students, but instead use open access sources. He is big on open access.

But staking your chair application on getting all of the faculty to stop using textbooks because you're big on open access, and then saying once everyone on faculty stops using textbooks there will be lots of flattering news stories written about you is likely not very convincing to many faculty. If I read a chair application that went on about this I'd roll my eyes and look for better applicants.
