A good or bad chair depends on the program.
A teaching school won't need the same things as an R1. A lot of teaching schools have a rotating chair every few years and most associates and fulls take a turn.
At an R1, a good chair needs to be qualified researcher who can send a message to the field. Unfortunately there aren't many excellent scholars who have administrative experience AND ongoing motivation to fill that role.
A bad chair could take many forms. The disengaged type is asleep at the wheel when the program needs piloting. The authoritarian type can be a micromanager or a bully. The unstable type flips between categories, making arbitrary and capricious decisions.
