I'm interested in the sociological study of economies, markets, and organizations. Work like the recent ASR paper "Exploiting Ambiguity: A Moral Polysemy Approach to Variation in Economic Practices." I see really interesting work in business schools and sociology departments. Which one is better for a PhD?

I disagree. Field matters a lot - a top 20 business degree or a top 30 economics degree opens more doors than a top 10 sociology degree.
Apply to both and go for the one attached to the most prestigious university you get in to. That's what matters most in the long run.

Even a 30-50 management/strat or OB/HR phd opens more doors than a top 10 soc degree. Mid ranked b schools tend to hire phds from b schools, not phds from econ and soc departments.
If you're concerned about finding a job, ride that b school gravy train.
